Following this year’s World Mental Health Day, Hugill & Ip’s Private Client team recently conducted a training seminar for The Neighbourhood Advice-Action Council (NAAC)’s social workers.

The event focused on the introduction of legal issues related to mental capacity, guardianship, committee and EPOA – with a specific emphasis on most common scenarios which the elderly population and their carers often face in Hong Kong. The training was followed by a Q&A session that answered questions and concerns from the audience of about 50 social workers.

The event is part of the continued pro bono efforts that Hugill & Ip makes with the goal of increasing legal awareness in our community about crucial issues that affect many. It strives to train the trainers, so that social workers can be better equipped with practical knowledge about mental health and mental capacity matters, hence helping to leave a positive impact to many impacted individuals.

World Mental Health Day (celebrated every year on 10th October) is an international day for global mental health education, awareness and advocacy against social stigma. It was first celebrated in 1992 at the initiative of the World Federation for Mental Health, a global mental health organization with members and contacts in more than 150 countries. The overall objective of World Mental Health Day is to raise awareness of mental health issues and to mobilize efforts in support of mental health.

By World Mental Health Day 2021, it has been more than 18 months since the start of the COVID-19 pandemic. In some countries, life is returning to some semblance of normality; in others, rates of transmission and hospital admissions remain high, disrupting the lives of families and communities. Globally the impact on mental health has been enormous. Some groups, including health and social workers, students, people living alone, and those with pre-existing mental health conditions, have been particularly affected. This includes an impact on mental capacity.

緊接著世界精神衛生日,高葉律師行的私人客戶團隊鄰舍輔導會的社會工作者舉辦了一個培訓研討會。

該次活動主要集中於介紹與心智能力、監護權、委員會和持久授權書相關的法律問題 — 特別強調香港老年人及其照顧者最常面臨的情況。於研討會後的問答環節中,由約50 名社會工作者組成的聽眾所提出的問題和疑慮都被一一解答。

該次活動是 高葉律師行為提高社區對影響許多人的關鍵問題之法律意識而做出的持續公益努力的其中一部分。高葉律師行培訓講者,從而使社會工作者能夠更好地掌握有關心理健康和心理能力問題的實用知識,從而幫助對許多受影響的人產生積極正面的影響。

世界精神衛生日(每年的10 月 10 日)是一個國際日子,旨在開展全球精神衛生教育、提高認識和倡導反對社會污名化的活動。它於 1992 年在世界精神衛生聯合會的倡議下首次舉行。世界精神衛生聯合會是一個全球性的精神健康組織,其成員和聯繫遍布 150 多個國家。世界精神衛生日的總體目標是提高對精神衛生問題的認識並動員各方努力支持精神健康。

到 2021 年世界精神衛生日,距離 COVID-19 大流行已經過去 18 個月了。在一些國家,生活正在恢復正常;在另一些國家,傳播率和住院率仍然高企,擾亂了家庭和社區的生活。在全球範圍內,對心理健康的影響更是深遠。一些群體,包括醫護人員和社會工作者、學生、獨居者和已有心理健康狀況的人,受到的影響尤其嚴重。這包括對心智能力的影響。
